Simply because the IA will suicide on your lines anyway, dispersed industry means better defense much sooner and you will always needs much less equipment after the first attack of the IA than before the first attack because the IA will become less and less effective due to all the losses, so you will actually needs less and less stuff. Even when i'm playing with the Soviets and wait for Barbarossa with max boost on Germany, Italy and Japan i always go for dispersed simply because against the IA, the best thing you need to do pretty much all the time is to have as many as you can, as fast as you can because if you are able to be stronger when you are attacking (like Germany) or stronger when you are defending (like the Soviets) against the IA it's much better for you 100% of the time. So, usually if you take concentrated industry you will reach that point later (the flooding point) and meanwhile you will have less equipment. Add to that, i'm ALWAYS flooding tons of stuff at some point (i'm not even talking about super late game, but during big wars). Add to that EACH time you are launching an other production line, you will always have a much better base production and from my experience (and it's even more true with time, considering the upgrades) the only scenario when using concentrated industry is better (in solo games) is when you will play a little country and won't invade anyone. And i will have much more military factories that i need even without building that many of it and with the better base production i will have much more equipment faster than concentrated industry. it's solo game, so it's super easy to defeat the IA anyway. I always research the 1936 infantry equipment at the start of the game because, well. I even take it with Commie China simply because i will take all the factories from all the warlords and from China as well. The best thing to do in solo game is to take dispersed pretty much all the time because of the base production. There are topics like this on the official forum and it's not that easy to respond in details without looking at the maths. Actually all the maths behind this are pretty long to explain.
